Planning

The Society’s planning sub-committee meets each fortnight to consider every planning application submitted for the town. Our comments are then sent to the District Council for their members to consider when these applications come before the Council’s planning committee. All application are considered by our committee but probably only 10% go before the Mid Sussex District Council Planning Committee.

Below are some matters which show the kind of things dealt with by the planning sub-committee:-

Trees. We seek to preserve the town's treescape and we review all applications to remove or redue trees. A recent example is an application to raise the canopy (level of the lowest branches) of a line of oaks and sycamores on the boundary of Winnals Park, where we considered the extent of the proposed work as excessive and like to reduce the screening which these trees afford to houses in Culross Avenue.

Extensions to Buildings. There are frequent proposals to modify existing dwellings by extending floors or adding floors by converting attics. We review these on the basis of planning criteria such as over-development, impact on neighbours, and in-keeping with the style and appearance of adjacent properties.

Major Developments. We have considered in details the proposals for the Bolnore Village development including the Relief Road, and joined with local residents' associations in raising matters of common concern such as the capacity of existing services and access for construction traffic. The completion of the Relief Road is essential before proceeding with further areas of housing development.

Current Planning Applications

There have been very few individual contentious planning proposals in recent times. The following are some of the prposals we have commented on in past years:-

HH/10/02959/TREE land at Troon Court, Iona Way. Pollard 5 horse chestnuts and 3 limes.

Presumably this replaces the earlier application HH/10/02817/TREE to fell these trees. We have no objection to the pollarding

HH/10/02630/COND 24 The Broadway. Vary condition 2 of HH/327/86 to extended opening hours of 9am to midnight Sundays to Thursdays and 9am to 1.45am on Fridays and Saturdays.

We object to the proposed closing hours for Fridays and Saturdays but would accept the hours which we understand to be under temporary agreement between the Broadway Residents and Mrs A Watt of the Council:closing at 0030 hours Sundays to Thursdays and 0130 hourse Friday to Saturday.

HH/10/01275/FUL Great Haywards, Amberley Close. Erect one detached house.

Although the developer uses various arguments to justify this proposal, the fact remains that, if allowed, it would represent further enclosure and isolation of the historic and listed Great Haywards Farmhouse. We therefore strongly object to the proposal as an unsuitable and unneighbourly development; especially in relation to the potential dominance of the adjacent two relatively new properties granted permission in 2007, and its impact on earlier existing properties in Amberley Close and Duncton Close due to height and increased traffic.

HH/10/01437/COND Evolution, 65, The Broadway. Vary conditions on applications 03/02699/FUL and 05/02710/FUL to allow use from 0900 to 0030 on Sunday to Wednesday and from 0900 to 0130 Thursday to Saturday.

In our view opening hours should not be extended beyond midnight in deference to the flat dwellers in properties over and nearby in The Brodway. Despite comments attributed to the Planning Dept. on the application, we object to the proposed extension of hours, particul;arly into Sunday morning, as unnecessary and unneighbourly. As we have remarked before, the logical outcome of continued extension of opening hourse for the bars/cafes/restaurants in The Brodway will be for 24-hour opening, unless the MSDC takes a stand to limit these hours to a reasonable period.

 

HH/010/01470/COND QBA, 41, The Broadway. Vary condition No.1 on application HH/148/93 to allow use from 0900 to 0030 Sunday to Wednesday and from 0900 to 0130 Thursday to Saturday.

This application appears identical with that for Evolution (application HH/10/01437/COND above) and our comments equally apply. We note that at the time opening hours were previously determined, care was taken to ensure that the premises were vacated by midnight. Although earlier opening in the mornings may be deirable for some customers, extension of late night opening should not be permitted, particularly into Sundays/early Monday a.m.
